Radiator Fan Shroud 17in or 19in

Guys, what is the right way to measure the Radiator Fan shroud in my 66 T-Bird?

Do you measure the opening or across the top?

I see a 17in with smog and a 19in without smog at Larry's T-Bird but the guys measured the current one where I am getting my 66 restored and they said it is 21 1/2 inches. They said they measured from the center to one end.

I am staring to question if they know what they are doing but that is a different subject!!!

I assume the 17in and 19in refers to the fan size?

I do have smog in my 66.

Can someone help so I order the right one!
