Relays on passenger side front inner fender?

What is the function of the two relays located above battery on inner passenger fender on the 64 car -there is one down low and another higher up. Power window relay?

I'm not aware of any relays near the battery. There are circuit breakers located near the solenoid for the convertible top. The power window relay is on the rear firewall behind the motor.

I don't have those, but then again I have few factory options on my '64. My guess is a modification. Easy enough to find out what they do. Check the control wire color and compare it to the factory diagram, or disconnect it and find out what no longer works.
